Viable with budgetary funds – would have to be used exclusively in favor of the creditors who will remain in the final (holding, therefore, credits that are not of small value). We allow ourselves to go further, Your Excellency: we believe that there would be no financial risk in increasing the withdrawal of resources from judicial deposits to pay court orders pending payment, whose credits do not fall within the concept of small value, which would allow satisfactory evolution in favor of small and common food creditors. Objectively, therefore, the following are the pillars of our proposal : a) Payment of small value food court credits (considered by plaintiff), currently linked to the unsatisfied budgets.
All food court creditors). b.) The financial expenditure necessary to achieve such a schedule would result in a global expenditure of around 1.2 billion reais (just over 66 million reais per month, until the end of 2006, which seems absolutely feasible to be disbursed by the State in the current economic Dubai Email List and financial situation). c.)Such payments would legally imply compliance with the current Constitutional Text, therefore independent of any legislative or even constitutional modification. d.)According to our proposal, such payments would be made with budgetary funds. e.) The evolution of the queue of food court orders not satisfied in the criteria contained in items a and b above, that is, credits that exceed R$.
Must be considered and paid simultaneously with the use of resources arising from the Madeira Law, the which, however, must be expanded, following the example of what was established by Law 10.819/03 for Municipalities, a proposal even recommended by Your Excellency. – see attached material, in order to provide acceptable progression in favor of such creditors, who cannot be forgotten and ignored, during the payment flowchart established in favor of small creditors. Certain that Your Excellency. will value the reasonableness and balance of the proposal that we now submit, and with assurances of the highest esteem and high consideration.
